These pages are called link farms and they are not only disregarded by search engines but if your links are linked back to a link farm it could get your site banned.


You should always strive to get visitors to your website naturally, entice your visitors with a great product, discounts, promotions or quality content on your blog. You can't build a website and expect people to find it without pointing them in that direction. Another way to get the word out about your content is reciprocal linking.
